Invitation: expert input on the revision of the Energy Performance of Buildings Directive

Dear Dr. Kowalski,

You are receiving this invitation because of your published work on retrofit pathways for the Central European building stock, and on the recommendation of the EERA Joint Programme on Energy Efficiency in Buildings.

The Directorate-General for Energy is preparing the next revision of the Energy Performance of Buildings Directive (EPBD). We are running a six-week structured citizen consultation in parallel with the existing expert process, and would value 30–45 minutes of your time on the expert track.

Concretely, we would like your view on three questions:

1. Which evidence on cost-benefit of deep retrofits in mixed-tenure buildings is, in your judgement, mature enough to ground policy?

2. Where do you see the largest gap between published modelling and observed performance after retrofit?

3. What single change to the EPBD would most reduce the inequality between low-income tenants and homeowners?

Why this looks different from the usual call: in parallel to the expert track, the same consultation is being run in plain-language form for tenants and home-owners with low digital access, and in short-form video for younger audiences.
